Safer and Stronger Communities Scrutiny Panel – 15 February 2011

PRESENT: Councillor Davison in the Chair.

Councillors Waltham (vice-chair), Ali, Armitage, Clark, Ellerby and T Foster.

Councillor Barkworth attended the meeting in accordance with the provisions of Procedure Rule 1.37 (b).

The panel met at Pittwood House, Scunthorpe.

374 DECLARATIONS OF PERSONAL OR PERSONAL AND PREJUCICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations of personal or personal and prejudicial interest.

No whip was declared.

375 MINUTES – Resolved – That the minutes of the proceedings of this panel held on2 February 2011, having been printed and circulated amongst the members, be taken as read and correctly recorded and signed by the chair.

376 PUBLIC SPEAKING – There were no requests received.

377 NORTH LINCOLNSHIRE PARTNERSHIP – The chair welcomed Nick Tharratt, the Local Partnership Manager and Stewart Atkinson to the meeting. Nick and Stewart had kindly agreed to attend the meeting to update members on the future of North Lincolnshire Partnership, as well as how overview and scrutiny fitted in to any forthcoming structure.

Following their presentation, members engaged in a question and answer session with Nick and Stewart.

Resolved – (a) That Mr Tharratt and Mr Atkinson be thanked for their attendance and for answering members questions, and (b) that members receive a definitive list of the costs and resources available to Local Area Forums, as well as a detailed analysis of the findings from the pilot forum.

378 (36) POLICE REFORM AND SOCIAL RESPONSIBILITY BILL – The Service Director Legal and Democratic circulated two documents for members information, namely, the Local Government Group’s written evidence to the Police Reform and Social Responsibility Bill Committee on 14 January 2011, as well as a Home Office Impact Assessment on Police and Crime Commissioners.

Resolved – That the Local Government Groups written evidence to the Police Reform and Social Responsibility Bill Committee on 14 January 2011 and the Home Office Impact Assessment on Police and Crime Commissioners be noted.

379 (37) CODE OF RECOMMENDED PRACTICE ON LOCAL AUTHORITY PUBLICITY – ‘THE PURDAH PERIOD’ – The Service Director Legal and Democratic circulated a briefing paper on the implications for overview and scrutiny of the ‘Purdah Period’.

Resolved – That the briefing paper be noted.

380 (38) LEADER OF THE COUNCIL’S FORWARD PLAN – FEBRUARY TO MAY 2011 – The Service Director Legal and Democratic circulated the Leader of North Lincolnshire Council’s Forward Plan for February to May 2011.

The plan contained details of all matters and issues likely to be the subject of key decisions for a period of the next four months, updated on a monthly basis.Members discussed various items on the Forward Plan.

Resolved – That the Leader of the Council’s Forward Plan for February to May 2011 be noted.
