Safer and Stronger Communities Scrutiny Panel – 20 July 2010

PRESENT:  Councillor Davison in the Chair.

Councillors Waltham (vice-chair), Armitage, Clark, Ellerby, T Foster and Whiteley.

Councillor Collinson attended the meeting in accordance with the provisions of Procedure Rule 1.37 (b).

The panel met at Pittwood House, Scunthorpe.

293  DECLARATIONS OF PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations of personal or personal and prejudicial interests.

No whip was declared.

294  MINUTES – Resolved – That the minutes of the proceedings of this panel held on    6 July 2010, having been printed and circulated amongst the members, be taken as read and correctly recorded and signed by the chair.

296  (10)  LOCAL STRATEGIC PARTNERSHIP – PERFORMANCE MONITORING QUARTER 4 REPORT FOR SAFER AND STRONGER COMMUNITIES – Discussions with Councillor L Foster (Chair of the Safer Neighbourhoods Strategy Board), Stuart Minto (Theme Lead for Safer Communities) and David Hey (Theme Lead for Stronger Communities) – The chair welcomed the above to the meeting to discuss quarter four performance of the Local Strategic Partnership Safer and Stronger Communities theme.

Mr Minto delivered a presentation, which provided members with the up-to-date performance statistics for the Safer and Stronger key indicators.  Particular emphasis was placed on NI 15, NI 17 and NI 21.

Mr Minto and Mr Hey, as well as the chair of the Safer Neighbourhoods Strategy Board engaged in a question and answer session on the Quarter 4 performance of the Safer and Stronger Communities thematic partnership.

Resolved – (a) That the information be noted, and (b) that Councillor L Foster, Stuart Minto and David Hey be thanked for their attendance and for answering members’ questions.

297  (11)  SCRUTINY REVIEW – ‘NORTH LINCOLNSHIRE RESIDENTS PERCEPTION OF THE FEAR OF CRIME’ – The Service Director Legal and Democratic provided an update on the progress being made in publishing and promoting the scrutiny panel’s fear of crime survey.

Resolved – That the update be noted.

298  (12)  NOTES OF THE INTERGENERATIONAL STEERING GROUP MEETING HELD ON 20 MAY 2010 – The Service Director Legal and Democratic circulated the minutes of the Intergenerational Steering Group meeting held on 20 May 2010 for member’s information.

Resolved – That the Intergenerational Steering Group minutes be noted.

299  (13)  LEADER OF THE COUNCIL’S FORWARD PLAN – JULY TO OCTOBER 2010 – The Service Director Legal and Democratic circulated the Leader of North Lincolnshire Council’s Forward Plan for July to October 2010.

The plan contained details of all matters and issues likely to be the subject of key decisions for a period of the next four months, updated on a monthly basis.  Members discussed various items on the Forward Plan.

Resolved – That the Leader of the Council’s Forward Plan for July to October 2010 be noted.
