Corporate Scrutiny Panel – 20 February 2012

PRESENT:  Councillor Glover in the chair.
Councillors Wilson (Vice-Chair), Allcock, Bainbridge, Marper, Oldfield and Wardle.

Councillors Poole and Whiteley attended the meeting in accordance with the provisions of Procedure Rule 1.36 (b).

The panel met at the Civic Centre, Scunthorpe.

55  DECLARATIONS OF PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations of personal or personal and prejudicial interests.

No whip was declared.

56  PUBLIC REQUESTS TO SPEAK There were no requests received.

57  THE DEVELOPING ROLE FOR OVERVIEW AND SCRUTINY – The Chairman welcomed the council’s Assistant Director – Democratic and Legal Services, Head of Democratic Services and Principal Democratic Services Officer to the meeting.  The officers had been invited to the meeting as part of the members review into the ‘developing role for overview and scrutiny’.

Members engaged in a discussion with the officers on the following –

  • Impact of new legislation on overview and scrutiny
  • Overview and scrutiny best practice
  • Terms of reference
  • Committee timetable
  • Involving the public and local communities in overview and scrutiny
  • ‘closing the loop’ once reviews had been completed.

Resolved –  (a) That the Assistant Director – Democratic and Legal Services, Head of Democratic Services and Principal Democratic Services Officer be thanked for their attendance at the meeting and for answering members questions, and (b) that the position be noted.

58  LOCALISM ACT – The Director of Corporate and Community Services provided a verbal update on recent developments with regards to the Localism Act.

Resolved – That the update be noted.

59  ADDED ITEM – There was no added item for consideration at the meeting.
