People Scrutiny Panel – 14 February 2012

PRESENT:  Councillor Mrs Bromby in the chair.
Councillors Barker (Vice-Chair), Carlile, Evison, Jawaid MBE, Marper, and Wells.

Statutory Co-opted Members: Mrs A Dunkerley (Parent Governor Representative) and Mr W Egan and Mrs W Witter (Church Representatives).

The panel met at the Civic Centre, Scunthorpe.

56  DECLARATIONS OF PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations of personal or personal and prejudicial interests.

No whip was declared.

57  PUBLIC REQUESTS TO SPEAK – There were no requests received.

58  CHILDREN’S SERVICES – The Chairman welcomed Mick Gibbs, Assistant Director, Specialist, Children and Young People’s Services to the meeting.  Mick had been invited to the panel to discuss general issues related to children’s services and more specific issues such as corporate parenting and supporting children in care.  Members asked a range of questions on relevant issues, including the Munro Review of Child Protection, Social Workers, Adoption and fostering and future accommodation.

Resolved – (a) That the information be noted, and (b) that Mick Gibbs be thanked for his attendance.

59  THE COMMON ASSESSMENT FRAMEWORK – Members considered the benefits of conducting a review if the local usage of the Common Assessment Framework.

Resolved – That the panel consider the inclusion of this topic in their work programme in the longer term.

60  (12) THERAPY SERVICES CONSULTATION – RESPONSE FROM COMMUNITY AND THERAPY SERVICES.  The Chairman shared copies of a reply from Community Services to the consultation response that was agreed by the panel.  Members discussed the contents.

Resolved – That the response with the incorporated assurances be noted.

61  (13) PIP SILICONE GEL BREAST IMPLANTS – Copies of the local policy, as informed by national guidance, was discussed by the panel.

Resolved – That the situation be noted.

62  DEVELOPMENTS IN CHILDREN’S SERVICES, HEALTH AND SOCIAL CARE – Members received a short, verbal update on developing issues relevant to the panel’s terms of reference.
