The panel met at the Civic Centre, Scunthorpe.

108  MINUTES – Resolved – That the minutes of the proceedings of this panel held on  5 March 2012, having been printed and circulated amongst the members, be taken as read and correctly recorded and signed by the chairman.

109  PUBLIC REQUESTS TO SPEAK There were no requests received.

110  (28)  CO-ORDINATION OF THE NORTH LINCOLNSHIRE NEIGHBOURHOOD WATCH NETWORK – The Director of Corporate and Community Services circulated the findings from the Neighbourhood Watch Co-ordinators questionnaire.  Members also considered a spreadsheet detailing the attendance of Neighbourhood Watch Co-ordinators at meetings of Neighbourhood Action Teams and a briefing paper from the Assistant Director Democratic and Legal Services on the legal issues surrounding members’ access to the database of Co-ordinators details.

Members then engaged in a discussion with the Director of Corporate and Community Services, Head of Stronger Communities and the Corporate and Community Services Cabinet Member on the aforementioned documents.

Resolved – (a) That the findings from the Neighbourhood Watch Co-ordinators questionnaire, the spreadsheet detailing the attendance of Neighbourhood Watch Co-ordinators at meetings of Neighbourhood Action Teams and the briefing paper from the Assistant Director Democratic and Legal Services on the legal issues surrounding members’ access to the database of Co-ordinators details be noted; and (b) that a special meeting of the Places Scrutiny Panel be convened on 12 April 2012, commencing at 1.00 pm, to which the Assistant Director Community Safety be invited.

111  CABINET MEMBER AND SERVICE AREA PRIORITIES – The Chairman welcomed Councillor C Sherwood and Neil Laminman to the meeting, the council’s Cabinet Member for Corporate and Community Services and Director of Corporate and Community Services respectively.  Councillor Sherwood and Mr Laminman had been invited to the panel meeting to update members on any key decisions, important business or key developments which had occurred during the last quarter.

Discussion centred around the following –

  • Opening of the new Registration Service
  • Relocation of Brigg library
  • Consultation on library opening hours
  • Winterton and Baysgarth library
  • Mobile library
  • Completion of the Joint Strategic Intelligence Assessment
  • The council’s Domestic Abuse service being awarded the Government’s Quality Assurance mark.  The first service in the country to receive the accolade.

Resolved – (a) That the oral update be noted; and (b) that the council’s Cabinet Member for Corporate and Community Services and Director of Corporate and Community Services be thanked for their attendance, oral update and for answering members’ questions.

112  (29)  POLICE AND CRIME COMMISSIONERS – BULLETIN NUMBER SIX – The Director of Corporate and Community Services circulated the Police and Crime Commissioners Policy Briefing Number 6 for members’ information.
