Corporate Scrutiny Panel – 25 April 2013

PRESENT:  Councillor Robinson in the chair.
Councillors Wilson (vice-chair), England, O’Sullivan and Wardle.

Councillor Whiteley attended the meeting in accordance with the provisions of Procedure Rule 1.37 (b).

The panel met at the Civic Centre, Scunthorpe.

161  DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations of pecuniary or personal and prejudicial interests.

No whip was declared.

162  MINUTES – Resolved – That the minutes of the proceeding of this panel held on 4 April 2013, having been printed and circulated amongst the members, be taken as read and correctly recorded and signed by the Chairman.

163  PUBLIC REQUESTS TO SPEAK There were no requests received.

164  MEMBER TRAINING AND DEVELOPMENT – The Chairman welcomed Councillor Poole, Mel Holmes and Teresa McCrea to the meeting, the council’s Cabinet Member for Policy and Resources, Head of Democratic Services and Member and Service Development Officer respectively.  Councillor Poole, Mr Holmes and Ms McCrea had been invited to discuss with members the council’s member training and development programme.

Ms McCrea guided members’ through –

  • The terms of reference of the Member Development Steering Group,
  • The findings from the recent member development questionnaire,
  • The member training analysis for 2012-2013,
  • LADAR analysis for 2012-2013, and
  • The draft member training and development calendar for 2013-2014.

Following the presentation, the Chairman facilitated a discussion between the Cabinet Member, Head of Democratic Services and Member and Service Development Officer.

Resolved – (a) That the Cabinet Member for Policy and Resources, Head of Democratic Services and Member and Service Development Officer be thanked for their attendance, presentation and for answering members’ questions, and (b) that the member training and development programme be added to the panel’s work programme for 2013-2014.

166  CHAIRMAN’S COMMENTS – The Chairman thanked all panel members for their effort, participation and contribution at scrutiny panel meetings over the past Municipal Year.
