People and Places Scrutiny Panel (Joint Meeting) – 11 December 2012

PRESENT:  Councillor T Foster in the chair.
Councillors Clark, Collinson, Marper, Oldfield, Rowson and Wells.

Statutory Co-opted Members: Mrs A Dunkerley (Parent Governor Representative) and Mr W Egan (Church Representative).

Councillor Whiteley attended the meeting in accordance with the provisions of Procedure Rule 1.36 (b).

The panel met at the Civic Centre, Scunthorpe.

DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – Mrs A Dunkerley declared a personal interest in that she was chair of governors at Winterton Church of England primary school and vice-chair of governors at Winterton Comprehensive School.

No whip was declared.

MINUTES – Resolved – That the minutes of the proceedings of this panel held on 20 November 2012, having been printed and circulated amongst the members, be taken as read and correctly recorded and signed by the chairman.

PUBLIC REQUESTS TO SPEAK There were no requests received.

10  KEEPING CHILDREN AND YOUNG PEOPLE SAFE IN NORTH LINCOLNSHIRE – The Chairman welcomed Susan Kemp, the council’s Anti Bullying and Emotional Wellbeing Co-ordinator to the meeting.  Mrs Kemp had been invited to the meeting to discuss with members how the council engaged with its young people to keep them safe in North Lincolnshire.  Mrs Kemp delivered an informative presentation to the panel, after which the Chairman facilitated a discussion between members and the council’s Anti Bullying and Emotional Wellbeing Co-ordinator on the subject matter.

Resolved – (a) That the council’s Anti Bullying and Emotional Wellbeing Co-ordinator be thanked for her attendance, presentation and for answering members’ questions, and (b) that the information be noted.

11  (2)  KEEPING CHILDREN AND YOUNG PEOPLE SAFE IN NORTH LINCOLNSHIRE QUESTIONNAIRE – The Director of Policy and Resources circulated three questionnaires for members’ approval.  The questionnaires’ target audiences were primary school children, secondary school children and parents.

The Chairman invited members to comment on each questionnaire in turn.  However, following the information provided by the council’s Anti Bullying and Emotional Wellbeing Co-ordinator during the previous agenda item, it was –

Resolved – That consideration of the three questionnaires be deferred until advice can be sought from the authors of the Adolescent Lifestyle Survey as to the content of the forthcoming questionnaire.

12  FUTURE MEETING DATEResolved – That the next meeting of the People and Places Scrutiny Panel be held on Monday 14 January 2013 at the Civic Centre, Scunthorpe, commencing at 10.00 am.

13  ADDED ITEM – There was no added item for consideration at the meeting.

14  EXCLUSION OF THE PUBLIC – Resolved – That the public be excluded from the meeting for consideration of the following item (Minute 15 refers) on the grounds that it involves the likely disclosure of exempt information as defined in Paragraph 7 of Part 1 of Schedule 12A of the Local Government Act 1972 (as amended).

15  (3)  CHILD ABDUCTION – The Director of Places circulated a report which contained information and statistics obtained from the National Management Information System (crime reporting system), Crime Intelligence System 4 (crime statistics) and National Standards for Incident Reporting (incident) data on the number, nature and breakdown of offences which related to child abductions in North Lincolnshire from 2004.

The Head of Safer Neighbourhoods was in attendance to answer members’ questions on the data.

Resolved – (a) That the Head of Safer Neighbourhoods be thanked for his attendance, presentation and for answering members’ questions, and (b) that the information be noted.
