Councillor Whiteley attended the meeting in accordance with the provisions of Procedure Rule 1.36 (b).

The panel met at the Civic Centre, Scunthorpe.

111  PUBLIC REQUESTS TO SPEAK– There were no requests received.

112  REVIEW OF ENSURING YOUNG PEOPLE HAVE THE RELEVANT SKILLS TO MOVE INTO EMPLOYMENT – The Chairman welcomed Pete Thorpe, the council’s Assistant Director School Improvement, to the meeting to discuss the ongoing work on employability of young people in North Lincolnshire. Pete explained that relatively deprived pupils need to be the focus of attempts to increase employability, as unemployment can be tracked from a relatively early age.  Pete also explained that boys continued to perform worse than girls, taking into account their deprivation levels, and that they subsequently make up the largest group of young people not in education, employment or training.

A number of other issues were discussed, including work experience, careers advice, secondments from industry, methods of raising aspiration and engagement with local employers.

Resolved – (a) That Pete Thorpe be thanked for his presentation, and (b) that the position be noted.

113  REVIEW OF PLAY, PLAYGROUNDS AND OPEN SPACES IN NORTH LINCOLNSHIRE – The Chairman introduced the above draft report, before asking for comments and suggestions from amongst the members of the panel.

Resolved – That the report be agreed and adopted by the scrutiny panel and passed to cabinet for discussion and a response.

114  DEVELOPMENTS IN CHILDREN’S AND ADULT SERVICES – Members received a short, verbal update on developing issues relevant to the panel’s terms of reference.

Resolved – That the position be noted.
