People Scrutiny Panel – 23 May 2012

PRESENT:  Councillor Marper in the chair.

Councillors Carlile, Evison, Godfrey, and Wells.

Statutory Co-opted Members: Mrs A Dunkerley (Parent Governor Representative).

Councillor Whiteley attended the meeting in accordance with the provisions of Procedure Rule 1.36 (b).

The panel met at the Civic Centre, Scunthorpe.

90  DECLARATIONS OF PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations of personal or personal and prejudicial interests.

No whip was declared.

91  PUBLIC REQUESTS TO SPEAK – There were no requests received.

92  OVERVIEW AND SCRUTINY PROCEDURE RULES – Copies of the Overview and Scrutiny Procedure Rules were circulated and a short briefing was provided which set out the changes to the Procedure Rules that were agreed at the council’s Annual General Meeting on 15 May 2012.

93  TERMS OF REFERENCE AND MEMBERSHIP OF THE HEALTH SCRUTINY PANEL – Members received the revised terms of reference for the People Scrutiny Panel, plus a list setting out the panel’s membership.

94  FUTURE DATES OF THE PEOPLE SCRUTINY PANEL – Members received a list of future dates of the People Scrutiny Panel.  It was acknowledged that there was scope for additional meetings, site visits or for dates to be rescheduled.

95  CONSIDERATION OF WORK PROGRAMME AND FUTURE PRIORITIES – The Chairman initiated a discussion amongst the panel on their work programme and priorities for the municipal year.  Following a discussion, members agreed to scope three topics in order to evaluate the likely outcomes.  The three topics were:

  • Performance at Key Stage 2,
  • Ensuring education links to regeneration and employability, and
  • Falls

It was also agreed to conduct a short review into progress on a report by the former Children and Young People Scrutiny Panel on Play, Playgrounds and Open Spaces in North Lincolnshire.

Resolved – (a) That the three issues listed above be scoped to gather information about the current situation and possible impact of conducting a scrutiny review, feeding back to the panel’s next scheduled meeting, and (b) that key officers be invited to the next meeting of the scrutiny panel to discuss the Play, Playgrounds and Open Spaces report.

96  CONSIDERATION OF TRAINING REQUIREMENTS – Members were asked to consider their training requirements for the forthcoming year to support them in their work, feeding back to the Director, Policy and Resources.

97  DEVELOPMENTS IN CHILDREN AND ADULT SERVICES – Members received a short, verbal update on developing issues relevant to the panel’s terms of reference.
