Places Scrutiny Panel – 8 August 2012

PRESENT: –  Councillor T Foster in the chair.

Councillors Davison (vice chair), Clark, Oldfield and P Vickers.

Councillors Whiteley and Armitage attended the meeting in accordance with the provisions of Procedure Rule 1.37 (b).

The panel met at the Civic Centre, Scunthorpe.

156  DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – Councillors   T Foster and Davison declared a personal interest as they had been nominated to sit respectively as a member and a co-opted member of the forthcoming Humberside Police and Crime Panel.  There were no declarations of disclosable pecuniary interests or prejudicial interests.

No whip was declared.

157   MINUTES – Resolved – That the minutes of the proceedings of this panel held on      11 July 2012, having been printed and circulated amongst the members, be taken as read and correctly recorded and signed by the chairman.

158   PUBLIC REQUESTS TO SPEAK There were no requests received.

159   CABINET MEMBER AND SERVICE AREA PRIORITIES – The Chairman welcomed Councillor Carl Sherwood to the meeting, the council’s Cabinet Member for Customer Service, Sport and Leisure.  Councillor Sherwood had been invited to the panel meeting to update members on any key decisions, important business or key developments which had occurred during the last quarter.  Namely –

  • The provision and operation of libraries across North Lincolnshire,
  •  The Olympic Torch’s route through Scunthorpe, Brigg and Wrawby,
  •  Transport for people wishing to access sport and leisure,
  • A number of recent sporting events for children and young people,
  •  Grant Aid applications,
  • A range of activities around Safer Neighbourhoods.

Following the update, the Chairman invited members to question the Cabinet Member for Customer Service, Sport and Leisure.

Resolved – (a) That the update be noted; (b) that the Chairman and Vice-Chair meet up with appropriate officers in the coming weeks to informally scope a short review on the search function of the council’s website, and (c) that the Cabinet Member for Customer Service, Sport and Leisure be thanked for his attendance, presentation and for answering members’ questions. 

160   POLICE REFORM AND SOCIAL RESPONSIBILITY ACT– The Director of Policy and Resources informed the panel that North Lincolnshire Council’s nominated representatives onto the Police and Crime Panel would be Councillors England and      T Foster, with Councillor Davison likely to be co-opted onto the panel.

Feedback was also given regarding an informal meeting of regional members and officers held on 26 July 2012.  The meeting was held in order to discuss work programmes and to explore opportunities to share knowledge and experience between the Police and Crime Panel and local scrutiny members.  Further meetings were scheduled or being set up.

Resolved – That the position be noted.

161 (9)  POLICING IN THE AGE OF AUSTERITY: ONE YEAR ON – REPORT OF HER MAJESTY’S INSPECTORATE OF CONSTABULARY – The Director of Policy and Resources introduced the report by Her Majesty’s Inspectorate of Constabulary, highlighting the key messages and challenges that are likely to affect Humberside Police, and policing throughout the country, in coming years.  The Chairman then led a discussion about the findings within the report.  The panel felt that, now that Chief Superintendent Tony Forbes was in place, it would be beneficial to arrange an informal discussion to learn of his future plans and priorities.

Resolved – (a) That the situation be noted, and (b) that Chief Superintendent Tony Forbes be invited to attend a future meeting of the scrutiny panel.

162   10)      LGIU BRIEFING – SWIFT AND SURE JUSTICE: THE GOVERNMENT’S PLANS FOR REFORM OF THE CRIMINAL JUSTICE SYSTEM. The Director of Policy and Resources circulated the LGIU briefing on the Government’s White Paper Swift and Sure Justice.

Resolved – That the information be noted.

163  DEVELOPMENTS LOCALLY – UPDATE – The Director of Policy and Resources updated members on some key developments locally with regard to the South Humber division of Humberside Police.
