People Scrutiny Panel – 10 July 2013

Statutory Co-opted Members: Mrs D Senior and Mrs P Whittaker (Parent Governor Representative) and Mr W Egan and Mr P Thompson (Church Representatives).

The panel met at the Civic Centre, Scunthorpe.

204  DECLARATIONS OF DISCOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations of disclosable pecuniary interests and personal or personal and prejudicial interests –

No whip was declared.

205   MINUTES – Resolved – That the minutes of the proceedings of this panel held on 1 May 2013, having been printed and circulated amongst the members, be taken as read and correctly recorded and signed by the chairman.

206  PUBLIC REQUESTS TO SPEAK There were no requests received.

207  REVIEW OF CHILDHOOD WEIGHT IN NORTH LINCOLNSHIRE – The Chairman welcomed Chris Barlow for the Council’s Planning department who outlined the local plan and the local development framework for North Lincolnshire, concentrating on the theme of healthier and sustainable communities and how this is reinforced in North Lincolnshire.  Planning policies and procedures for hot food take away’s near schools, and new housing estates were discussed at length. The panel were reassured that these applications were only granted in towns and local centres, and there was also a ratio used for this along with the ability to apply conditions to an application to restrict opening hours etc.

Members also discussed various visits that had taken place at schools throughout North Lincolnshire by members of the scrutiny panel. Panel members had split into pairs and visited the following schools: –

  • Brought Primary
  • Brigg Primary
  • Allthorpe and Keadby Primary
  • Leys Farm Junior
  • St Lukes

During the visits members observed the meals and menus available to the children, the packed lunches, the atmosphere around the school and the physical activities available during and after school. Members found the visits very informative and thought it would be very beneficial if more school could be visited as part of this review.

Resolved – a) That Chris Barlow be thanked for her informative presentation, and b) the school visits and observations be noted, and c) arrangements be made for more visits to take place.
