PRESENT:  Councillor Evison in the chair.
Councillors England, Kataria, Oldfield and T Foster.
Councillor Whiteley attended the meeting in accordance with the provisions of Procedure Rule 1.37 (b).
The panel met at the Civic Centre, Scunthorpe.

350  MINUTES – Resolved – That the minutes of the proceedings of this panel held on 29 January 2014, having been printed and circulated amongst the members, be taken as read and correctly recorded and signed by the chairman.

351  PUBLIC REQUESTS TO SPEAK – There were no requests received.

352  (16)  CHILD SEXUAL EXPLOITATION IN NORTH LINCOLNSHIRE – The Chairman introduced the draft report to the panel, inviting comments on each of the recommendations and the report generally.

Resolved – (a) That the report be agreed and adopted by the panel, and passed to Cabinet for further discussion and appropriate action, and (b) that all partners and stakeholders involved throughout the review process be thanked for their assistance.

353  (17)  THE PROMOTION OF TOURISM IN NORTH LINCOLNSHIRE – The Director of Policy and Resources circulated the draft scrutiny brief for its review into the ‘promotion of tourism in North Lincolnshire’.

Resolved – That the draft scrutiny brief be approved.

354  PROPOSED JOINT SCRUTINY WITH NORTH EAST LINCOLNSHIRE COUNCIL – The Director of Policy and Resources updated panel members on the progress being made in convening a joint scrutiny panel of North and North East Lincolnshire councillors to discuss the reconfiguration of Humberside Police.

Resolved – That the position be noted.

355  HUMBERSIDE POLICE AND CRIME PANEL – The Chairman informed members that following the confirmation hearing of the Police and Crime Panel held on 4 March 2014, Mr Martin Scoble would now be appointed formally as the new Chief Executive of the Police and Crime Commissioner’s Office.

Resolved – That the position be noted.

356  POLICE AND CRIME PANELS – THE FIRST YEAR – The Director of Policy and Resources circulated a Centre for Public Scrutiny briefing paper on the Police and Crime Panels – the first year.

Resolved – That the briefing paper be noted.
