PRESENT:  Councillor Evison in the chair.

Councillors Davison (Vice-Chair), England, T Foster and Oldfield.

Councillor Whiteley attended the meeting in accordance with the provisions of Procedure Rule 1.37 (b).

The panel met at the Civic Centre, Scunthorpe.

291  MINUTES – Resolved – That the minutes of the proceedings of this panel held on 17 July 2013, having been printed and circulated amongst the members, be taken as read and correctly recorded and signed by the chairman.

292  PUBLIC REQUESTS TO SPEAK – There were no requests received.

293  CABINET MEMBER AND SERVICE AREA PRIORITIES – The Chairman welcomed Councillor Briggs to the meeting, the council’s Cabinet Member for Asset Management, Culture and Housing.  Councillor Briggs had been invited to the panel meeting to update members on any key decisions, important business or key developments, which had occurred during the last quarter.  Namely –

  • An update on the £1.4 million Affordable Homes Scheme across North Lincolnshire,
  • The future of South Leys campus,
  • Award nominations for 20-21 Centre and the Museum,
  • Success of land train at Normanby Park,
  • Admission statistics for North Lincolnshire attractions.

Following the update, the Chairman invited members to question the Cabinet Member for Asset Management, Culture and Housing.

Resolved – (a) That the oral update be noted, and (b) that the Cabinet Member for Asset Management, Culture and Housing be thanked for his attendance, presentation and for answering members’ questions.

294  PLACES DIRECTORATE – COMMUNITY SERVICES DIVISION – Further to Minute 276, the Chairman welcomed the council’s Director of Places and Assistant Director Community Services to the meeting, namely Peter Williams and Chris Matthews respectively.  The Director and Assistant Director gave an oversight of the Community Services division, paying particular attention to the future challenges and policy developments in the service.  Following the presentation, the Chairman invited members to question the council’s Director of Places and Assistant Director Community Services.

Resolved – That the Director of Places and Assistant Director Community Services be thanked for their attendance, presentation and for answering members’ questions.

295  EXCLUSION OF THE PUBLIC – Resolved – That the public be excluded from the meeting for consideration of the following item (Minute 296 refers) on the grounds that it involves the likely disclosure of exempt information as defined in Paragraph 3 of Part 1 of Schedule 12A of the Local Government Act 1972 (as amended).

296  DOMESTIC ABUSE – The Chairman welcomed Stuart Minto and Debbie Winning to the meeting, the council’s Head of Safer Neighbourhoods and Domestic Abuse Strategy Manager respectively.  Mr Minto and Mrs Winning had been invited to update members on the following –

  • The Freedom Programme
  • The Day Programme
  • Child Sexual Exploitation
  • Multi Agency Risk Assessment Conference
  • Healthy relationship mentors
  • Domestic Abuse Strategy
  • ‘Talk to my Mom’ project
  • The Refuge and Floating Support.

Following the update, the Chairman invited members to question the Head of Safer Neighbourhoods and Domestic Abuse Strategy Manager.

Resolved – (a) That the Head of Safer Neighbourhoods and Domestic Abuse Strategy Manager be thanked for their attendance, presentation and for answering members’ questions, and (b) that the panel undertake a review into Child Sexual Exploitation in North Lincolnshire.
