Corporate Scrutiny Panel – 23 October2014

The panel met at the Civic Centre, Scunthorpe.
285 MR ALLAN SMITH – The Chairman invited all in attendance to stand and observe a minute silence, following the announcement of the recent death of Mr Allan Smith. Mr Smith was a long serving councillor for Glanford Borough Council, Humberside County Council, and for North Lincolnshire Council at its inception in 1996 until 2011. Mr Smith was also a former Corporate Scrutiny Panel Chairman.
286 DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations of disclosable pecuniary interests and personal or personal and prejudicial interests –
No whip was declared.
287 MINUTES – Resolved – That the minutes of the proceedings of this panel held on 2 October 2014, having been printed and circulated amongst the members, be taken as read and correctly recorded and signed by the chairman.
288 PUBLIC REQUESTS TO SPEAK – There were no requests received.
289 REGENERATING NORTH LINCOLNSHIRE – The Chairman welcomed Jenny Couch, the council’s Head of Economic Growth to the meeting. Mrs Couch had been invited to discuss with members the impact that the Regional Growth Fund had on small and medium sized businesses in North Lincolnshire.
Mrs Couch delivered an oral presentation, before the Chairman facilitated a discussion on how the Regional Growth Fund was providing employment opportunities to assist the regeneration of North Lincolnshire.
Resolved – (a) That the position be noted, and (b) that the Head of Economic Growth be thanked for her attendance, presentation and for answering members’ questions.
