The panel met at the Civic Centre, Scunthorpe.

315 DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations of disclosable pecuniary interests and personal or personal and prejudicial interests –

No whip was declared.

316 MINUTES – That the minutes of the proceedings of this panel held on 5 February 2015, having been printed and circulated amongst the members, be taken as read and correctly recorded and signed by the chairman.

317 PUBLIC REQUESTS TO SPEAK – There were no requests received.

318 INDIVIDUAL ELECTORAL REGISTRATION – The Chairman welcomed the council’s Head of Democratic Services and Electoral Services Manager to the meeting, namely Mel Holmes and Anthia Taylor respectively.  Mr Holmes and Mrs Taylor had been invited to update members on the progress the council was making to put into action Individual Electoral Registration (IER) and the actions Officers were taking to implement it.

The Electoral Services Manager guided members through the process, before the Chairman facilitated a discussion on the implementation of IER.

Resolved – (a) That the position be noted, and (b) that the Head of Democratic Services and Electoral Services Manager be thanked for their attendance, verbal presentation and for answering members’ questions.
