Health Scrutiny Panel – 4 November 2014

Councillors Whiteley and Wilson attended the meeting in accordance with the provisions of Procedure Rule 1.37 (b).
The panel met at the Civic Centre, Scunthorpe.
264 DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations of disclosable pecuniary interests and personal or personal and prejudicial interests.
No whip was declared.
265 PUBLIC REQUESTS TO SPEAK – There were no requests received.
266 (9) NORTH LINCOLNSHIRE PHARMACEUTICAL NEEDS ASSESSMENT – The Chairman welcomed Adrian Smith and Tracey Wartnaby from the council’s Public Health Hub to the meeting. Adrian explained that the council was required to produce a draft Pharmaceutical Needs Assessment, in order to support commissioners in planning pharmaceutical need and services across the area. A working group had been established to produce the document, which was currently being consulted on.
Members asked a number of questions on the issue, including on out-of-hours cover, publicity for this, local provision, and how pharmacies work in practice with GPs and others.
Resolved – (a) That Adrian Smith and Tracey Wartnaby be thanked for their attendance, (b) that the panel note the situation.
267 (10) LOCAL EYE HEALTH SERVICES – The Director Policy and Resources circulated a draft scrutiny brief which identified a range of possible witnesses and scrutiny outcomes from a review into eye health. Members discussed the possibility of recruiting one or more suitably qualified co-optees for the duration of the review.
Resolved – (a) That the draft scrutiny brief be agreed, and (b) that appropriate arrangements be made to conduct the review.
268 DEVELOPMENTS IN HEALTH – Members received a short, oral update on developing issues relevant to the panel’s terms of reference.
Resolved – That the situation be noted
