Health Scrutiny Panel – 26 January 2015
PRESENT:- Councillor Mrs Bromby in the chair.
Councillors Barker (Vice-Chair), Bainbridge, Eckhardt and Ogg.
The panel met at the Civic Centre, Scunthorpe.
282 DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – Cllr Bainbridge declared a personal interest as a Member of East Midlands Ambulance Service.
No whip was declared.
283 PUBLIC REQUESTS TO SPEAK– There were no requests received.
284 LOCAL AMBULANCE SERVICES – The Chairman welcomed Richard Wheeler, Director of Finance, and Andy Parker, Locality Manager, East Midlands Ambulance Services to the meeting. The Chairman asked Richard and Andy to provide an overview of the Service’s ongoing work to ensure local ambulance services were performing well and sustainable. Richard explained how services were evolving less on a ‘one size fits all’ model to a more responsive approach. The panel also discussed a range of other issues, including local performance against national targets, fleet maintenance, treatment and transportation approaches, and links with mental health teams.
Resolved – (a) That Richard Wheeler and Andy Parker be thanked for their attendance, and (b) that the situation be noted.
285 HEALTH AND WELLBEING BOARD – It was confirmed that an update would be provided at the following meeting by the Chairman of the Health and Wellbeing Board. It was envisaged that this would cover the Board’s work and progress on priorities. There would also be an opportunity for the scrutiny panel to discuss how they might hold the Board to account.

286 EYE HEALTH – A short update was provided on a likely timetable for the panel’s work on eye health.

287 DEVELOPMENTS IN HEALTH – Members received a short, oral update on developing issues relevant to the panel’s terms of reference.
