People Scrutiny Panel – 15 July 2014

PRESENT: – Councillor Marper in the Chair.

Councillors Collinson (Vice-Chair), Clark, Godfrey and Wells.

Statutory Co-opted Members: Mrs P Whittaker, Mrs D Senior (Parent Governor Representatives) and Mr W Egan (Church Representative).

Councillor Whiteley attended the meeting in accordance with the provisions of Procedure Rule 1.37 (b).

The panel met at the Civic Centre, Scunthorpe.

269 DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – The following members declared personal interests –

270 PUBLIC REQUESTS TO SPEAK – There were no requests received.

271 FREE SCHOOL MEALS – The Chairman invited Chris Matthews, Assistant Director Community Services, and Sharon Seddon Head of Catering and Cleaning to the meeting to update the panel on the provision of free school meals in North Lincolnshire.

Every child in reception, year 1 and year 2 in state-funded schools will receive a free school lunch from September 2014,  The government will fund schools in England to provide every child in reception, year 1 and year 2 with a hot, nutritious meal at lunch time. The aim is to improve academic attainment and save families money.  Chris and Sharon attended the meeting to give further updates on how North Lincolnshire Council was making preparations on providing the meals, and that they were very confident that processes had been put in place to deal with it, along with new equipment and extra staffing numbers.

Resolved – (a) That Chris and Sharon be thanked for their attendance, and (b) that the panel be kept up to date on progress following the implementation during September 2014.

272 (5) CHILDREN AND YOUNG PEOPLES PLAN 2013-2016 – The Director of Policy and Resources circulated for panel members information a copy of the Children and Young People’s Plan for 2013 – 2016.

The Children and Young Peoples Plan makes explicit the strategic priorities and ambitions to meet the needs of children, young people and their families across North Lincolnshire.  It also sets out the visions, values and principles, as well as shared commitment to work together where children, young people and their families are at the centre of all that North Lincolnshire do.

Resolved – (a) That the annual report be noted, and (b) that if members have any questions o the report please feed them back for answers.

273 REVIEW OF CARE HOMES IN NORTH LINCOLNSHIRE – The Director of Policy and Resources informed the panel that a special meeting of the People Scrutiny Panel has been organised for 21 July 2014 at 11am.

Resolved – That the date and time of the special meeting be noted.
