The panel met at the Civic Centre, Scunthorpe.

275 DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations or whip declared.

276 PUBLIC REQUESTS TO SPEAK – There were no requests received.

277 (6) SCRUTINY REVIEW- CARE HOMES IN NORTH LINCOLNSHIRE – The Chairman welcomed Victoria Gibbs, Head of Integrated Commissioning Services to the meeting and informed the panel that Victoria had been co-opted onto the panel for this review. She would provide members with more informed knowledge of the services provided by the council regarding care/nursing homes, and associated specialist governance issues,

A scrutiny brief with aims for the review was circulated for discussion and approval.  Members decided on the scope for the review, and agreed that they needed to keep the brief tight and focussed to be able to complete a good piece of work in the timescales that were available. Members agreed a way forward, a list of witnesses they wished to call upon, and also indicated the need for the Care Quality Commission, the Provider Assurance Team and Healthwatch to attend a future meeting.

Resolved (a) That Victoria Gibbs be co-oppted onto the panel for the remainder of this review, and (b) that the scrutiny brief as circulated be approved.
