Places Scrutiny Panel – 13 January 2015

PRESENT: – Councillor Evison in the chair.

Councillors Clark, England, Oldfield and Wilson.

Councillor Davison attended the meeting in accordance with the provisions of Procedure Rule 1.37 (b).

The panel met at the Civic Centre, Scunthorpe.

438 DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – The following members declared personal interests –

439 MINUTES – Resolved – That the minutes of the proceedings of this panel held on      3 December 2014, and the special meeting held on 16 December 2014, having been printed and circulated amongst the members, be taken as read and correctly recorded and signed by the chairman.

440 PUBLIC REQUESTS TO SPEAK – There were no requests received.

441 (10) COMMUNITY ENGAGEMENT IN NORTH LINCOLNSHIRE – The Chairman welcomed the council’s Assistant Director: Legal and Democratic Services and the Head of Stronger Communities, namely Will Bell and Dave Hey respectively, to the meeting.  The Assistant Director and Head of Service had been invited to the meeting to update members on the progress of implementation of the recommendations contained within the 2013 overview and scrutiny report into Community Engagement.

The Assistant Director and Head of Service guided members through the council’s Community Engagement Plan, before the Chairman facilitated a discussion between panel members and Mr Bell and Mr Hey.

Resolved – (a) That the update be noted; (b) that the Assistant Director: Legal and Democratic Services and the Head of Stronger Communities be thanked for their attendance and for answering members’ questions, and (c) that the Assistant Director explore further how elected members can be more involved in council consultations, with the findings reported back to a future meeting.

442 ENFORCEMENT OF HIGHWAYS RESTRICTIONS FOR VISITORS ATTENDING ATTRACTIONS AND EVENTS IN NORTH LINCOLNSHIRE – Further to Minute 397, the Director of Policy and Resources updated the panel on progress being made by the council in ensuring the enforcement of highways restrictions for visitors attending attractions and events in North Lincolnshire.

Resolved – That the Director of Policy and Resources write to the Director of Places seeking further clarification on the progress being made in the enforcement of highways restrictions for visitors attending attractions and events in North Lincolnshire.

443 THE PROMOTION OF TOURISM IN NORTH LINCOLNSHIRE – The Chairman updated the Panel on the current developments with regards to the review.

Resolved – That the Director of Policy and Resources prepares to draft the Panel’s final report.
