Places Scrutiny Panel – 2 April 2014

PRESENT:  Councillor Evison in the chair.
Councillors Davison (vice chair), England, Oldfield and T Foster.

Councillors Wells and Whiteley attended the meeting in accordance with the provisions of Procedure Rule 1.37 (b).

The panel met at the Civic Centre, Scunthorpe.

358  DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – The following members declared personal interests –

359  MINUTES – Resolved – That the minutes of the proceedings of this panel held on 10 March 2014, having been printed and circulated amongst the members, be taken as read and correctly recorded and signed by the chairman.

360  PUBLIC REQUESTS TO SPEAK – There were no requests received.

361  CABINET MEMBER AND SERVICE AREA PRIORITIES – The Chairman welcomed Councillor N Sherwood to the meeting, the council’s Cabinet Member for Highways and Neighbourhoods.  Councillor Sherwood had been invited to the panel meeting to update members on any key decisions, important business or key developments, which had occurred during the last quarter.  Namely, various highway infrastructure projects that were due to commence imminently.

Following the update, the Chairman invited members to question the Cabinet Member for Highways and Neighbourhoods.

Resolved – (a) That the oral update be noted, and (b) that the Cabinet Member for Highways and Neighbourhoods be thanked for his attendance, presentation and for answering members’ questions.

362  (18)  NORTH LINCOLNSHIRE FLOODING – 5 DECEMBER 2013 – The Chairman welcomed the council’s Chief Executive to the meeting.  Mr Driver had been invited to update members on the debrief action plan following the severe storm and tidal surge on 5 December 2013.

The Chief Executive guided members through what went well on the 5 December, and what actions need to be addressed to assist partners should an emergency be declared in the future.

Following the update, the Chairman invited members to question the council’s Chief Executive.

Resolved – That the position be noted.

363  CHILD SEXUAL EXPLOITATION – The Chairman informed members that the panel’s report into child sexual exploitation had been discussed at the Safer Neighbourhoods Strategy Board on 14 March and the council’s Cabinet on 1 April, whereby the report and recommendations had been approved and adopted, with the relevant members and officers being tasked with preparing an action plan in response to the recommendations of the report for submission to a future meeting of Cabinet.

Resolved – That the position be noted.

364  PROPOSED JOINT SCRUTINY WITH NORTH EAST LINCOLNSHIRE COUNCIL – The Director of Policy and Resources updated panel members on the progress being made in convening a joint scrutiny panel of North and North East Lincolnshire councillors to discuss the reconfiguration of Humberside Police.

Resolved – That the position be noted.
