Places Scrutiny Panel – 28 May 2014

PRESENT:  Councillor Evison in the chair.

Councillors Davison (vice-chair), England, T Foster and Oldfield.

Councillor Whiteley attended the meeting in accordance with the provisions of Procedure Rule 1.37 (b).
The panel met at the Civic Centre, Scunthorpe.

373  MINUTES – Resolved – That the minutes of the proceedings of this panel held on 23 April 2014, having been printed and circulated amongst the members, be taken as read and correctly recorded and signed by the chair.

374  PUBLIC REQUESTS TO SPEAK – There were no requests received.

375  (1)  TERMS OF REFERENCE The Director of Policy and Resources briefed members on the Places Scrutiny Panel terms of reference and panel membership which were agreed by council at its Annual Meeting on 13 May 2014.

Resolved – That the panel’s terms of reference and panel membership be noted.

376  (2)  MEETINGS OF THE SCRUTINY PANEL – The Director of Policy and Resources circulated dates of future scheduled meetings.  The Chairman explained that it was envisaged that informal meetings or sub-groups would meet in-between formal dates, reporting back to the full panel.

Resolved – (a) That the position be noted, and (b) that the 9 July meeting be cancelled, and replaced with a new meeting date of 8 July, and the 22 December meeting be cancelled.

377  CABINET MEMBER AND SERVICE AREA PRIORITIES – The Chairman welcomed Councillor Mrs Redfern to the meeting, the council’s Cabinet Member for Regeneration.  Councillor Mrs Redfern had been invited to the panel meeting to update members on any key decisions, important business or key developments, which had occurred during the last quarter.  The Cabinet Member focussed on the promotion of tourism within North Lincolnshire and how the Regeneration service was proactively working to increase visitor numbers to North Lincolnshire.

Following the update, the Chairman invited members to question the Cabinet Member for Regeneration.

Resolved – (a) That the oral update be noted, and (b) that the Cabinet Member for Regeneration be thanked for her attendance, presentation and for answering members’ questions.

378  THE PROMOTION OF TOURISM IN NORTH LINCOLNSHIRE– The Chairman welcomed the council’s Cabinet Member for Regeneration and the Assistant Director Planning and Regeneration to the meeting.  Councillor Mrs Redfern and Marcus Walker had been invited to the meeting to contribute towards the panel’s review into ‘the promotion of tourism in North Lincolnshire’.

Resolved – (a) That the position be noted, and (b) that the Cabinet Member for Regeneration and Assistant Director Planning and Regeneration be thanked for their attendance, oral update and for answering members’ questions.

379  ADDED ITEM – Councillor T Foster requested that an added item be considered at a future meeting of the panel on the ‘enforcement of highways restrictions for visitors attending attractions and events in North Lincolnshire’.

Resolved – That the added item request be considered at a future meeting of the scrutiny panel.
