Places Scrutiny Panel (Special Meeting) – 16 December 2015

PRESENT: –  Councillor Evison in the chair.

Councillors Ali, Eckhardt and T Foster.

Councillors Bainbridge, Collinson, Ellerby, Gosling, O’Sullivan, Whiteley and Wilson attended the meeting in accordance with the provisions of Procedure Rule 1.37 (b).

The panel met at the Civic Centre, Scunthorpe.

435  DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations of pecuniary or personal and prejudicial interests.

No whip was declared.

436  PUBLIC REQUESTS TO SPEAK There were no requests received.

437  (9)      ITEM REQUESTED FOR CALL-IN IN ACCORDANCE WITH PARAGRAPH 22 OF PART D RULE 5 (OVERVIEW AND SCRUTINY PROCEDURE RULES) OF THE COUNCIL’S CONSTITUTION – Minute 148 of the Highways and Neighbourhoods Cabinet Member meeting held on 8 December 2014 – Healey Road Playing Field – The Chairman welcomed everyone to the meeting, and invited a nominee of the members who had requested the call-in to speak on the above decision and question the Cabinet Member.  Members outlined areas of concern as reasons for seeking a review of the above decision.  Namely, the members –

Objected to the proposal to consolidate the land known as Healey Road Playing Field to release an area that fronts the field for possible development of Housing.

Believe that the decision was considered to be contrary to the policy framework or contrary to, or not wholly in accordance with the budget for the following reason as it was contrary to policy ‘R1 Protection of Playing Fields’ and LC11 ‘Area of Amenity Importance’ in the Local Development Framework.

Following a discussion on the above issues, the Highways and Neighbourhoods Cabinet Member was invited to respond to the concerns and reasons for the decision being called in, and be held to account for the decision taken.  The Director of Places, Head of Asset and Estate Management and Spatial Planning Manager, who were also in attendance, were also invited to comment.

Resolved – That no further action be taken, and the above decision of the Highways and Neighbourhoods Cabinet Member (minute 148 refers) be implemented with immediate effect.
