Health Scrutiny Panel – 23 November 2015

PRESENT:-   Councillor Mumby-Croft in the chair.

Councillors Carlile (Vice-Chair), Oldfield and Wells.

The panel met at the Civic Centre, Scunthorpe.

316  DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations of interest.  No whip was declared.

317  PUBLIC REQUESTS TO SPEAK– There were no requests received.

318  HEALTHY LIVES, HEALTHY FUTURES PROGRAMME The Chairman welcomed Caroline Briggs, Director of Commissioning, North Lincolnshire CCG, to the meeting.  The Chairman explained that Caroline had been invited to discuss the ongoing Healthy Lives, Healthy Futures programme, responding to any questions that members may have.

Caroline gave a wide-ranging presentation on the programme, including discussion on what the Healthy Lives, Healthy Futures programme was and the rationale for change, governance arrangements, progress to date including details of the Better Care Fund, and likely new steps.

Caroline then responded to members’ questions, including on topics such as financial implications, the impact on patients, their families and carers, previous and planned community engagement, and the potential impact on a number of ongoing national reviews.

Resolved – (a) That Caroline Briggs be thanked for her attendance, and (b) that the situation be noted.

319  DUAL DIAGNOSIS – The Head of Policy and Resources provided a brief oversight of the panel’s work to date, including key points from previous discussions.  The Chairman urged all members of the panel to begin to consider possible conclusions and recommendations to aid in the preparation of a draft report.

Resolved – That the situation be noted, and that members consider the likely content of the panel’s draft report.

320  FUTURE WORK PROGRAMME The Chairman asked all members of the panel to consider possible future work programme items and priorities for 2015/16.

Resolved – That all members consider possible items for inclusion on the panel’s work programme.
