Health Scrutiny Panel – 15 March 2016

PRESENT:-  Councillor Mumby-Croft in the Chair.

Councillors Carlile (Vice-Chair), Armiger, Oldfield and Wells.

The panel met at The Pods, Centenary Way, Scunthorpe.

336  DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations of interest.  No whip was declared.

337  PUBLIC REQUESTS TO SPEAK– There were no requests received.

338  COMMUNITY EQUIPMENT The Chairman welcomed Caroline Briggs, Director of Commissioning, and Yvonne Lowe, Service Delivery Manager, North Lincolnshire CCG, to the meeting.  The Chairman explained that Caroline and Yvonne had been invited to update the panel on steps to improve the community equipment service.  Caroline explained that establishing a seven-day service was identified as a requirement of the Better Care Fund programme in order to help keep people out of hospital and to aid with timely, supported discharge.  A description was given of the commissioning arrangements in place to move towards this, including discussion of funding, engagement, and co-ordination with other arrangements to promote independent living.

Members asked a number of questions on related issues, including staff consultation, timescales, assessment, and types of equipment provided.

Resolved – (a) That Caroline Briggs and Yvonne Lowe be thanked for their attendance and presentation; (b) that data on weekend issues be summarised and submitted to the panel, and (c) that the situation be noted.
