People Scrutiny Panel – 23 February 2016

The panel met at the Civic Centre, Scunthorpe.
344 DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations or whip declared.
345 PUBLIC REQUESTS TO SPEAK– A request had been received to address the panel on the issue of the council’s Financial Framework for Adults Receiving Community Services. The members of the public stated that, whilst they received excellent services from the council, there were concerns that the Financial Framework was being misapplied, and the rationale and formula for individual funding requests was not always clear and transparent.
Resolved – (a) That the members of the public be thanked for bringing the issue to the attention of the panel, and (b) that the panel conduct a short piece of work on behalf of, and in partnership with, those receiving community services to ensure that the council applies the framework in a clear, transparent and accountable manner.
346 VACCINATION AND IMMUNISATION ACROSS NORTH LINCOLNSHIRE – The Chairman welcomed Dr Philip Kirby, Screening and Immunisation Lead and Charlie Chidlow, Screening and Immunisation Co-ordinator NHS England North (Yorkshire & the Humber), to the meeting. Dr Kirby and Charlie had been invited back to a meeting of the panel to provide further detail of local performance, childhood coverage data, and comparison data with other local authorities in the sub-region. Dr Kirby and Charlie gave a detailed presentation, before responding to members’ questions on issues such as co-ordination amongst professionals and the reasons for variation across the area.
Resolved – (a) That Dr Philip Kirby and Charlie Chidlow be thanked for their presentation, and (b) that the situation be noted
