People Scrutiny Panel – 26 April 2016

PRESENT:  Councillor Marper in the Chair.

Councillors Collinson (Vice-Chair), Armiger, Armitage and Glover.

Statutory Co-opted Members: Mr W Egan (Church Representative), Mr S Milner, Mrs P Whittaker (Parent Governor Representatives).

Councillor Godfrey also attended the meeting in accordance with Procedure Rule 1.37 (b).

The panel met at the Civic Centre, Scunthorpe.

353  DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – There were no declarations or whip declared.

354  PUBLIC REQUESTS TO SPEAK– there were no requests received.

355  SCHOOL IMPROVEMENT – The Chairman welcomed Peter Thorpe, Assistant Director Education, and Tina Page, Principal School Improvement Officer, to the meeting.  The Chairman explained that Peter and Tina had been invited to discuss how the council worked with local schools to support and improve performance.  Relevant documentation was circulated, and Tina described the outcomes at each Key Stage over recent years, illustrating the improved performance throughout.

Members asked a number of questions about relevant issues, including the relationship between the School Improvement Partner and schools, outliers, funding, support for improved governance, and school morale.

Resolved – (a) That Peter Thorpe and Tina Page be thanked for their attendance at the meeting;  (b) that the situation be noted.

356     (5)   CHILDHOOD VACCINATION AND IMMUNISATION ACROSS NORTH LINCOLNSHIRE – The Chairman led a discussion on feedback from partners on the draft report.  A number of suggestions and clarifications had been received, and the panel debated whether to incorporate them into the document.

Resolved – (a) That the draft report be updated in line with the panel’s wishes, and (b) that the panel approve and adopt the finalised report, passing it to Cabinet for further discussion and action.
