PRESENT: –  Councillor T Foster in the Chair.

Statutory Co-opted Member:  Mr G Marsden (Church Representative), Mr S Milner, Mrs Whittaker (Parent Governor Representatives)

The panel met at the Civic Centre, Scunthorpe.

483     DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS, AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – Mrs Whittaker declared a personal interest as a foster carer.  Cllr Collinson declared a personal interest as he had relatives who worked in the Disability Team.

No whip was declared.

484     LOCAL SAFEGUARDING CHILDRENS BOARD (LSCB) ANNUAL REPORT 2017/18

The Chairman welcomed Rob Murray, Head of Safeguarding, to the meeting.  The Chairman explained that Rob had been invited to present the LSCB’s Annual Report, in accordance with statutory requirements.

Rob gave a presentation which provided an overview of the work of the LSCB, its work throughout the year, and its future priorities.  Rob explained that the board was an early adopter to the new, more robust, governance model, and was therefore able to share learning with others.

The Chairman then led a discussion of relevant topics, with the scrutiny panel discussing and asking questions about issues such as child sexual exploitation, domestic abuse, links to schools and educational institutions, mental wellbeing, and information sharing.  Rob contributed throughout and answered all of the members’ questions.

Rob also explained the developing arrangements of the Multi-Agency Resilience and Safety Board to ensure robust safeguarding is embedded across North Lincolnshire.

Resolved – (a) That Rob Murray be thanked for their attendance, presentation, and for answering members’ questions, and (b) that the information provided and the report’s submission be noted.

485     ADDED ITEM – There was no added item for consideration at the meeting.

486     ANY OTHER BUSINESS – The Chairman relayed a discussion that he has recently held with the Director: Learning, Skills and Culture on the topic of home education.  The panel discussed the current situation.

Resolved – That the Director: Learning, Skills and Culture be invited to a future meeting of the People Scrutiny to discuss the issue of home education further.
