MINUTES

PRESENT: –  Councillor T Foster in the Chair.

Councillors Collinson, Evison, Godfrey, and Wells.

Statutory Co-opted Members: Mr S Milner and Mrs P Whittaker (Parent Governor Representatives) W Egan and G Marsden (Church Representative).

The panel met at the Civic Centre, Scunthorpe.

460     DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS, AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – Mrs Whittaker declared a personal interest as a foster carer. Cllr Collinson declared a personal interest as he had relatives who worked in the Disability Team.

No whip was declared.

461     MINUTES – Resolved – That the minutes of the proceedings of this panel held on 17 July 2018, having been printed and circulated amongst the members, be taken as read and correctly recorded and signed by the chairman.

462     PUBLIC REQUESTS TO SPEAK – There were no requests received.

463     CHILDREN AND YOUNG PEOPLE’S EMOTIONAL HEALTH AND WELLBEING – ENSURING APPROPRIATE, TIMELY AND INTEGRATED SUPPORT – The Chairman welcomed Christina Harrison and Rebecca Pease from Rotherham, Doncaster and South Humber (RDaSH) Foundation Trust, and Victoria Gibbs and Susan Twemlow from North Lincolnshire Council, to the meeting. The Chairman explained that the representatives from RDaSH and the council had been invited to give a perspective on school nursing and its relationship with supporting the mental health and wellbeing of children and young people.

Christina gave a detailed presentation on school nursing, covering topics such as the ‘offer’ to schools, the recent ‘outstanding’ report from the CQC, referral numbers, pathways, and IT. Rebecca, Victoria and Susan contributed to the presentation throughout, with questions asked by members answered comprehensively.

An overview of the available support for children and young people and the training offered to professionals working in this area was given, again with members’ questions answered.

Resolved – (a) That Christina Harrison, Rebecca Pease, Victoria Gibbs and Susan Twemlow be thanked for their attendance, presentation and for answering members’ questions; (b) that the information provided be noted, and (c) that the panel take forward the issues raised into their future work.

464     ADDED ITEM – The Director: Governance & Partnerships confirmed that one Added Item on staffing in social care was outstanding and would be dealt with at a future meeting.
