MINUTES

PRESENT: –  Councillor T Foster in the Chair.

Councillors Collinson, Evison, Godfrey, and Wells.

Statutory Co-opted Members: Mr S Milner and Mrs P Whittaker (Parent Governor Representatives) W Egan and G Marsden (Church Representative).

The panel met at the Civic Centre, Scunthorpe.

465     DECLARATIONS OF DISCLOSABLE PECUNIARY INTERESTS AND PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS, AND DECLARATIONS OF WHIPPING ARRANGEMENTS (IF ANY) – Mrs Whittaker declared a personal interest as a foster carer. Cllr Collinson declared a personal interest as he had relatives who worked in the Disability Team.

No whip was declared.

466     ADDED ITEMSOCIAL CARE STAFFING. The Chairman invited Karen Pavey, Director: Adults and Community Wellbeing to the meeting, explaining that Karen had been invited to respond to an Added Item request on social care staffing. Karen gave an overview of staffing levels and specialisms, responding the members’ questions throughout.

Resolved – (a) That Karen Pavey be thanked for her attendance and for answering members’ questions, and (b) that the situation be noted.

467     PUBLIC REQUESTS TO SPEAK – There were no requests received.

468     CHILDREN AND YOUNG PEOPLE’S EMOTIONAL HEALTH AND WELLBEING – ENSURING APPROPRIATE, TIMELY AND INTEGRATED SUPPORT – The Chairman welcomed John Pattinson, Associate Director, Vulnerable People Commissioning, and Helena Dent, Mental Health Lead Commissioner, North Lincolnshire CCG, to the meeting. The Chairman explained that the representatives from the CCG had been invited as the lead commissioners for mental health services for North Lincolnshire. John and Helena provided a comprehensive presentation on the commissioned services had been planned, commissioned and delivered, and how this was impacting positively on children and young people. Whilst the local situation was undoubtedly challenging, John and Helena gave a detailed description of how services were delivering in order to support local young people.

Members asked questions throughout, including on topics such as the Mental Health Champions, budgets, waiting times for specialist referrals, local strategy, and links to GPs and others. John and Helena responded fully to these questions.

Resolved – (a) That John Pattinson and Helena Dent be thanked for their attendance, presentation and for answering members’ questions; (b) that the information provided be noted, and (c) that the panel take forward the issues raised into their future work.
