MINUTES – Resolved –That the minutes of the meeting of this committee held on 23 September 2010, having been printed and circulated amongst the members, be taken as read and correctly recorded and be signed by the chair.

244  (11) COMPLAINTS/CODE OF CONDUCT UPDATE – The Monitoring Officer submitted an update on progress with complaints received.

Since the last meeting no complaints had been received. Two reviews and an assessment had been carried out, all resulting in no action. One complaint had been determined with a finding that there had been no breach of the Code. One determination hearing was to be arranged for a complaint where the investigation had now been completed. A total of eight complaints were currently outstanding

Resolved – That the report be noted.

245  FUTURE OF THE STANDARDS REGIME – Further to Minute 241, the Monitoring Officer reported that the Localism Bill, which would contain details of the government’s proposals on this matter, had been expected to be published on 22 November. However this had now been delayed until at least 8 December. The Monitoring officer also circulated a press release from DCLG outlining proposals to change the rules on bias and predisposition.

Resolved – That the report be noted.

246  PUBLICATION OF MEMBERS’ REGISTER OF INTERESTS ON WEBSITE – Further to Minute 242, the Service Director Legal and Democratic reported on progress made towards publication of the Register of Members’ Interests for North Lincolnshire Council and parish and town councils in its area on the North Lincolnshire Council website. Following publication of the Registers for North Lincolnshire Council, Parish and Town Councils had been consulted and asked to respond by 31 December in time for the results to be submitted to this committee’s meeting in January 2011. To date the response was evenly split for and against the proposal. Co-opted members of the council had been asked to specify which information they wished to appear on the site in addition to the register
