2.  To take the minutes of the meeting held on 15 November 2013 as a correct record and authorise the chairman to sign.

3.  Any other items that the chairman decides are urgent by reason of special circumstances that must be specified.

PRESENT:  Councillors Wells (in the chair), Clark and Davison.
Councillor Whiteley attended the meeting in accordance with procedure rule 1.37 (b).
The panel met at the Civic Centre, Scunthorpe.

65  MINUTES – Resolved – That the minutes of the proceedings of the meeting held on 15 November 2013, having been printed and circulated amongst the members be taken as read and correctly recorded and be signed by the chairman, subject to the deletion of ‘4’ in the final paragraph of minute 49.

66  EXCLUSION OF THE PUBLIC – Resolved – That the public be excluded from the meeting for consideration of the following item (minute 67 refers) on the grounds that it involves the likely disclosure of exempt information as defined in Paragraph 1 of Part 1 of Schedule 12A of the Local Government Act 1972 (as amended).

67  (22)  LOCALISM ACT 2011 – CODE OF CONDUCT – COMPLAINT – 13/14 BY A MEMBER OF THE PUBLIC AGAINST A MEMBER OF NORTH LINCOLNSHIRE COUNCIL – Further to minute 49(c), the panel in accordance with the council’s adopted Arrangements, considered part 4 of the complaint.  The panel had been provided with part 4 of the complaint and the response of the subject member.

Mr J Goolden (Independent Person) submitted his written further views on part 4 of the complaint, as requested by members, which were circulated to all those present at the meeting.

Resolved – (a) That no action be taken on part 4 of complaint, and (b) that the panel’s additional recommendation be included in the decision notice.

(Councillor Davison wished to be recorded as dissenting against the above  decision, minute 67 refers, with the comment that ‘members of a council should not assess complaints made against members of that council, they should be referred for external assessment’).
