MINUTES

PRESENT: –  Councillors Poole (in the chair), Collinson and Ogg.

Mr J Goolden – Independent Person.

The panel met at the Civic Centre, Scunthorpe.

157     DECLARATIONS OF DISCLOSABLE PECUNIARY, PERSONAL OR PERSONAL AND PREJUDICIAL INTERESTS – There were no declarations of interests made at the meeting.

158     MINUTES – Resolved – That the minutes of the proceedings of the meeting held on 10 June 2016, having been printed and circulated amongst the members be taken as read and correctly recorded and be signed by the chairman.

159     EXCLUSION OF THE PUBLIC – Resolved – That the public be excluded from the meeting for consideration of the following items (minutes 154 to 155 refer) on the grounds that they involve the likely disclosure of exempt information as defined in Paragraph 1 of Part 1 of Schedule 12A of the Local Government Act 1972 (as amended).

160     (7) LOCALISM ACT 2011 – CODE OF CONDUCT – COMPLAINT – SC/16/05. BY AN INDEPENDENT CHAIR OF A LOCAL ORGANISATION AGAINST TWO MEMBERS OF NORTH LINCOLNSHIRE COUNCIL- In accordance with the council’s adopted Arrangements, the panel considered a complaint. The panel had been provided with the complaint and the joint response of the subject members.

Mr J Goolden (Independent Person) submitted his views on the complaint, which were considered by all members.

Resolved – (a) That no action be taken on the complaint, and (b) that future training provision be provided, for both elected members and officers, including where appropriate external attendees on Overview and Scrutiny, in light of some of the issues highlighted in the complaint.

161     (8)      LOCALISM ACT 2011 – CODE OF CONDUCT – COMPLAINT – SC/16/06 – BY A MEMBER OF THE PUBLIC AGAINST THREE MEMBERS OF GOXHILL PARISH COUNCIL – In accordance with the council’s adopted Arrangements, the panel considered the above complaint. The panel had been provided with the details of each complaint and the response of the subject members.

Mr J Goolden (Independent Person) submitted his views on the complaint, which was considered by all members.

Resolved – (a) That no action be taken on the complaint, and (b) that the Monitoring Officerarrange a meeting with the chair and clerk of Goxhill Parish Council and a representative of ERNLLCA to explore ways of preventing further complaints arising in the future.
