1717  ELECTION OF MAYOR – Following opening remarks made by Councillor Ishaq Jawaid, the council proceeded to elect a Mayor.

Moved by Councillor Kirk and seconded by Councillor Len Foster –

That Councillor Susan Armitage be elected Mayor of North Lincolnshire Council for the ensuing year until her successor becomes entitled to act as Mayor.

Motion Carried

Councillor Armitage then made a declaration of acceptance of office in accordance with Section 83 of the Local Government Act 1972.

At this point Councillor Armitage took the chair.

Councillor Armitage then expressed her thanks to the Council for her appointment and spoke of her hopes for her year in office.

1718  VOTE OF THANKS TO RETIRING MAYOR –

Moved by Councillor Kirk and seconded by Councillor Mrs Redfern –

That the council expresses to Councillor Jawaid sincere thanks for the most able way in which he has carried out the duties of Mayor of the council during the past year.

1719  APPOINTMENT OF DEPUTY MAYOR – The council proceeded to the appointment of a Deputy Mayor –

Moved by Councillor Kirk and seconded by Councillor L Foster –

That Councillor Allan Smith be appointed Deputy Mayor of North Lincolnshire Council for the ensuing year.

Councillor Smith then made a declaration of acceptance of office in accordance with section 83 of the Local Government Act 1972.

1729  (2)  CONSTITUTION – Members had before them a report by the Service Director Legal and Democratic outlining proposed amendments to the Constitution to facilitate changes to the council’s political management arrangements and methods of working.

The amendments necessary to facilitate these changes were set out in the report and the accompanying appendices.

Moved by Councillor Kirk and seconded by Councillor L Foster –

That the proposed changes to the council’s Constitution as detailed in paragraphs 3.3, and the appendices to the report be approved and adopted.

Moved by Councillor J England and seconded by Councillor Mrs Elizabeth Redfern as an amendment –

That the following amendments be made to Part D, Rule 1 of the Council Procedure Rules in the Constitution:

D1.15 QUESTIONS

(m) Members of the public including town and parish councils who wish to ask a question shall give notice together with a copy of the question to the Service Director Legal and Democratic not later than 9.00 am on the working day preceding the council meeting. Written copies of questions to be asked will be delivered to Political Group Offices by noon on the working day preceding the day of the meeting. No question naming an individual elected member or officer will be allowed. Questions will not be permitted which relate to individual planning applications, licensing and staffing issues which are, or maybe, the subject of consideration by the council’s planning, licensing or appeals committees. The provisions of this Rule shall apply to such questions except for (a), (b), (d), (h), (j), (k) and (l).

(b) A motion or amendment may be withdrawn by the proposer with the consent of the seconder signified without discussion.
