252 DECLARATION OF PERSONAL AND PERSONAL AND PREJUDICIAL INTERESTS – Councillor Swift wished to declare a personal interest (minute number 255 refers), as he was a member of Bottesford Town Council.

253(119) VIREMENTS 2008 – 2009 – The Service Director Finance submitted a report seeking approval for changes to the revenue budget for 2008-09 and 2009-10.

On 20 February 2008 Council approved the revenue and capital budgets for 2008/2009 financial year (minute 1545 refers). Since then various developments had been approved which needed to be reflected in the budget to assist proper financial control. The report gave details of virements approved by the Service Director Finance under delegated powers and those that required Cabinet Member approval.

Resolved – (a) That the virements at paragraph 3.1 and 3.2 of the report, approved by the Service Director Finance under delegated powers be noted, and (b) that the permanent virements outlined in paragraph 3.3 of the report be approved.

 

254(120) HOLIDAY ENTITLEMENT FOR CASUAL WORKERS – The Service Director Human Resources submitted a report seeking to review the compensation for holiday entitlement accrued for casual workers in line with changes to the statutory leave entitlement from 1 April 2009.

 

On 1 April 2009, the statutory holiday entitlement for all workers in the UK increased from 24 days to 28 days, including bank holidays. The council currently reimbursed casual employees from 24 days leave by paying an additional 9.2% on top of their hourly rate. Therefore the current amount of holiday plusage paid to casual workers would now longer be adequate and required review.

A formula for calculating plusage was agreed with the trade unions some years ago. The formula was based upon the statutory rate of holiday entitlement, not the annual leave awarded to contracted employees. Applying the formula to the new entitlement of 28 days would give a percentage of 10.7%. This increase would need to be applied from 1 April 2009 to ensure that casual workers were properly recompensed in line with the increase in the statutory entitlement.

Resolved – That the increase in holiday plusage to be paid to casual workers with effect from 1 April 2009, as set out in the report, be approved.

255 (121) PROPERTY TRANSACTION SCHEDULE – The Service Director Asset Management and Culture submitted a report for consideration, and where necessary approval, of a schedule containing the terms of all recently negotiated property transactions.

Resolved – That the schedule appended to the report be approved.
