Neighbourhood, Environmental and Communities Cabinet Member and Corporate Services Cabinet Member – Minutes – 19 June 2008

1 (1) CREATION OF POST OF PROJECT DIRECTOR – WASTE CONTRACTS – The Service Director Neighbourhood and Environment submitted a report seeking approval from the Cabinet Member for Neighbourhood, Environment and Communities and the Cabinet Member for Corporate Services to establish a fixed-term post of Project Director – Waste Contracts, for three years.

Cabinet had previously considered and agreed a report on the need to procure new arrangements for the long term delivery of waste management treatment and disposal services (minute 723 refers).

Current contracts for the provision of the services on behalf of the Council were due to expire on 31 March 2011. The estimated value of future contracts was in the order of £150m – £200m.

The Governance arrangements for the procurement of these contracts required the formation of a bespoke project team under the direction of a Project Director.

Appendix 1 of the report set out the proposed structure and reporting arrangements.

As indicated in the report the post of Project Director was subject to evaluation in accordance with the council’s agreed processes. Following that process the post had now been set at Grade 12.

Resolved – (a) That a post of Project Director – Waste Contracts be created, (b) that the post of Head of Performance and Partnerships be deleted, (c) that the current Head of Performance and Partnerships be designated into the post of Project Director – Waste Contracts, with effect from 1 July 2008, and (d) that the structure and reporting arrangements within Performance and Partnerships be reviewed at the earliest opportunity and that the resulting arrangements be contained within existing approved financial frameworks.
