1 (1) COTTAGE BECK ROAD DEPOT IMPROVEMENTS – The Service Director Neighbourhood and Environment submitted a report seeking to consider possible measures to address the budget shortfall following the tendering exercise for completion of the Cottage Beck Road Depot improvements.

The Health and Safety Executive (HSE) inspected the Cottage Beck Road depot in 2006. A number of health and safety issues concerning the interaction of vehicles and pedestrians were identified. The HSE required improvements to be made to the site as a result of the findings of the inspection.

The majority of staff from the site had been transferred to other offices and refuse collection vehicles had been operating from Station Road, Scunthorpe. The former transfer station on the site was demolished in response to the inspection.

A capital budget for the scheme was approved in 2008/09 and was increased by using budget under spend that had previously been approved for the demolition of the transfer station. Two tendering exercises had been undertaken and it was likely that there would be a budget shortfall for the completion of the scheme.

A review of capital commitments and funding in the service had been undertaken. The report gave details of available funding. It was proposed that funds be transferred to address the shortfall.

Resolved – (a) That the proposed budget transfers, as set out in the report, be supported, and (b) that the virements for the transfer of the amounts identified in paragraphs 2.7 to 2.9 of the report be approved.
