75 (19) LOCAL TRANSPORT PLAN 3 – The Service Director Highways and Planning submitted a report to inform the Cabinet Member of the emerging guidance for Local Transport Plan 3 (LTP3) and North Lincolnshire’s proposed way forward.

The council had been required to prepare and submit to government a Local Transport Plan every five years.  The current plan (LTP2) ran from April 2006 to March 2011.  LTP3 had to be in place by March 2011, but it was for the local authority to consider the timescales for the Plan, including reviews, alterations and replacement.

The Local Transport Act 2008 retained the statutory requirement to produce and review Local Transport Plans and policies.  The Department for Transport (DfT) would no longer formally assess LTPs, impose mandatory targets or require submission of formal monitoring reports separate from the Local Area Agreement (LAA) framework.  Authorities were accountable to their communities.

Highways and Planning intended to align the LTP3 Strategy to the Sustainable Community Strategy (up to 2026) and the Implementation Plan to the LAA (making it a three year delivery plan).  This would ensure consistency with partners and across the National Performance Framework.

Highways and Planning would work in close partnership with the LSP and other service providers to ensure that LTP3 addressed the specific needs of transport users but also wider cross-cutting themes where transport could have an impact.  It would also ensure that the Plan was owned by all who could have an impact upon its delivery.

Resolved – (a) That the proposed way forward for LTP3 be endorsed, (b) that approval be given for the Strategy and Implementation Plan to be prepared for submission to government by the end of March 2011, (c) that approval be given for the Strategy to align to the Sustainable Community Strategy, making it a 15 year plan (2011-2026) and the Implementation Plan to the Local Area Agreement, making it a three year plan (2011-2014), and (d) that progress meetings on the production of LTP3, take place as necessary.
