Housing and Strategic Planning and Corporate Services Cabinet Members – Minutes – 7 March 2011

The following item contains exempt information as defined in Paragraphs 1 and 2 of Part 1 of Schedule 12A of the Local Government Act 1972 (as amended).

1 (1) HOUSING SERVICE – The Director Neighbourhood and Environmental Services submitted a report seeking approval for a revised structure for the housing service.

At a meeting of the Shaping the Council Committee held on 9 February 2011 the second tier structure within Neighbourhood and Environmental Services (NES) had been agreed, which included the creation of a new post of Assistant Director: Housing. Subsequently a structural review of the new housing service had been completed in order to respond to the need to integrate the operational and strategic teams, to respond to internal and external pressures and to deliver the required budgetary savings approved by Council on the 23 February 2011.

The term ‘housing service’ referred to all housing service areas that the Council provided or carried out, which included strategy, policy and research; homelessness and housing advice services; private sector housing and the provision of housing assistance including disabled adaptations.

It was recommended that the new service be arranged in areas representing the functions:

  • Strategy and Policy
  • Housing Advice
  • Housing Standards

The Service Director confirmed that representatives from Unison, GMB and Unite had been consulted on these proposals and had not raised any objections.

Resolved – That the new integrated housing structure outlined within the report be approved.

Where there is no report this is because it is exempt, as it contains information which is considered to be of a confidential nature, as detailed in the Local Government (Access to Information) Act.
