107 (18) REVIEW OF FEES & CHARGES 2010/2011 CHANGE IN VAT RATE – The Service Director Neighbourhood and Environment submitted a report seeking to approve the level of fees and charges for the financial year 2010/11 for services provided by Neighbourhood and Environmental Services.

For charges that were subject to VAT, the standard rate would increase to 20 per cent with effect from 4 January 2011. It was recommended that an urgent decision be taken so that a reasonable period of notice could be given, at the earliest opportunity, to outline the changes being made to the fees and charges subject to the increase in the standard rate of VAT with effect from 4 January 2011.

The Service Director Neighbourhood and Environmental Services was authorised to determine the fixing of charges in respect of certain commercial waste collection charges in February 2004 and was also granted authority to amend pest control charges as necessary to meet local market changes in August 2004.

The Schedule appended to the report recommended the level of charges to be levied during the remainder of the financial year taking into account general inflation and the need to recover, where appropriate, the cost of carrying out the relevant services.

Resolved – That the schedule of fees and charges appended to the report for the financial year 2010/11 be approved.
