94 (1) MINUTES OF THE CLIMATE CHANGE STEERING GROUP – 30 APRIL 2010 – Resolved – That the minutes of the meeting held on 30 April 2010 setting out recommendations of the Climate Change Steering Group be approved.

95 (2) CAR PARKING CHARGES 2010-11 – The Service Director Highways and Planning submitted a report seeking approval for changes to car parking charges.

Car park charges covered the cost of maintaining and improving car park infrastructure, civil enforcement officers and administrative staff and also contributed to the wider Highways and Planning budget. As such, it was necessary to periodically increase charges.

Charges on all tariffs were increased by 10p last June, however this was the first increase since May 2006 on the up to one hour tariff.

It was recognised that the current economic conditions presented particular difficulties for local businesses and the wider community. When increasing car park charges, consideration needed to be given to the likely impact on the local economy, particularly town centre businesses.

Current car park charges in North Lincolnshire compared very favourably with those in most adjacent local authority areas.

Charges were also a potential mechanism for regulating traffic and encouraging more use of sustainable transport.

The proposed new tariffs were set out in the appendix to the report.

Resolved – That the changes to car parking charges, as outlined in the report, with effect from 21 June 2010 be approved.
