Leader-Regeneration, Marketing & Strategic Finance Cabinet Member – Minutes – 24 September 2010

104 (10) BATHS HALL – APPOINTMENT OF A MANAGEMENT CONTRACTOR – The Service Director Asset Management and Culture submitted a report to consider the appointment of a Management Contractor for the operation of the Baths Hall or Baths Hall and Plowright Theatre.

The council had received tenders from two potential operators for the Baths Hall and tenders received included options to incorporate the Plowright Theatre as part of the agreed contract. A competitive EU compliant process had been undertaken to establish the contract.

The procurement process was via a ‘competitive dialogue’ method overseen by a steering group comprising relevant elected members and senior officers of the council, taking progress reports on a regular basis.

A decision was required on appointing a successful management operator. This would allow the matter to progress including the commencement of the ‘Alcatel Mandatory Standstill Period’ (Alcatel) applicable to the procurement process.

Options to be considered alongside a financial analysis were set out in the report and its appendices.

Resolved – That the details and recommendations contained within the report be approved.
