84 (2) ART DEVELOPMENT AND GRANTS – The Service Director Asset Management and Culture submitted a report for consideration of the amount of funding available for the Community Art Grants and the Key Art Organisation Grants for 2010/11.

In 2009/10 the council received no applications to the Community Art Grant scheme, and three applications to the Key Art Organisation Fund, from Waterside Artist Co-operative, ST-ART and Brigg Fiddle Festival.

It was proposed to keep the total amount of funding available in 2010/11 to the Community Art Grant Scheme to £3,000 with a maximum application of £600, and to keep the total amount of funding available in 2010/11 in the Key Art Organisation Grant Scheme to £10,000. This would leave £16,650 in the Arts Development budget for the Arts Development Officer to develop strategic projects.

It was proposed that the main strategic projects which Arts Development would manage in 2010/11 were:

  • Music4U – Youth Music Action Zone Programme
  • The Buzz Youth Arts Festival
  • Scunthorpe Young People’s Film Festival
  • Livelincs – Rural Touring

Resolved – That a decision on this matter be deferred pending clarification of the impacts of ‘in year’ changes in spending required to meet revised government financial targets applicable to the council and similar reductions in Arts Council funding and any consequential implications for Regional Funded Organisations (RFO’s).

85 (3) KEY ARTS ORGANISATION GRANT APPLICATION – INSIGHT – The Service Director Asset Management and Culture submitted a report for consideration of an application for grant funding from Insight Open Studios.

Insight was a voluntary sector group that managed the annual open studio event that took place across North and North East Lincolnshire. Resources were needed to adequately promote the event. As a result, Insight had applied for a Key Arts Organisation grant from the council of £990. The council had previously supported this event via a grant to Insight.

Insight allowed artists to open up their homes or studios to members of the public over two weekends in September. It was estimated that 30 visual artists and four organisations from North Lincolnshire will take part in the event in 2010.

Artists were able to sell their work. In 2009, £4,625 of work was sold over four days.

86 (4) ARTS ORGANISATION GRANT APPLICATION – WATERSIDE ARTISTS’ CO-OPERATIVE – The Service Director Asset Management and Culture submitted a report for consideration of an application for funding from the Waterside Artists’ Co-operative.

The Waterside Artists’ Co-operative was the voluntary sector group that managed the Ropewalk Contemporary Art and Craft in Barton-upon-Humber.

The Ropewalk Contemporary Art and Craft comprised two galleries, a craft shop and twelve artist studios. The Ropewalk was crucial to the opportunities that artists had in being able to work in North Lincolnshire. The Ropewalk offered subsidised studio rents as well as opportunities to exhibit and to deliver education workshops to schools and other groups.

Ropewalk Contemporary Art and Craft was one of two Art Council Regional Funded Organisations (RFO) in North Lincolnshire. An RFO had a three-year funding agreement with the Arts Council. In January 2008 the Arts Council agreed to increase the Ropewalk’s funding from £20,000 to £40,000 per year as part of their Regional Funded Organisation Review. This uplift in funding was on condition that North Lincolnshire Council would also continue to support the Ropewalk.

87 (5) TRAINEE AQUATIC ASSISTANTS – The Service Director Asset Management and Culture submitted a report seeking approval of an offer from the Amateur Swimming Association (ASA) to host four Trainee Aquatic Assistants in the council’s sports facilities.

The ASA was the English national governing body for swimming, diving, water polo, open water and synchronised swimming.

The ASA had secured funding through the National Skills Academy for Sport and Active Leisure and the Government’s Future Jobs Fund, to employ 300 Trainee Aquatic Assistants, and was looking to fund placements for the trainees in local swimming pools throughout England.

As well as gaining work experience, trainees would have the opportunity to achieve recognised qualifications including the ASA UkCC Level 1 Certificate in Teaching Aquatics and the Royal Lifesaving Society National Pool Lifeguard. They would also attend the ASA’s in-house training on the Free Swimming initiative and benefit from vocational training in areas such as customer services.

The ASA had offered the council the opportunity to host four Trainee Aquatic Assistants on a secondment for a period of six months. The assistants would remain employees of the ASA during the period of secondment, and the ASA would be responsible for carrying out Criminal Records Bureau and other safeguarding checks.

The principal role of the Trainee Aquatic Assistant was to support the development of swimming to improve health and fitness and participation within the community. This fitted with the aims set out in the Active Choices Active Futures strategy. The ASA had selected and recruited four candidates who they would like to place into the council. Three of the young people are from North Lincolnshire and one from North East Lincolnshire.

Resolved – That approval be given to accept the offer from the ASA to host four Trainee Aquatic Assistants in the council’s sports facilities
