Adult and Children’s Services Cabinet Member – minutes – 13 July 2011

2  (2) OFSTED INSPECTIONS OF NORTH LINCOLNSHIRE SCHOOLS – The Director of Children and Young People’s Services submitted a report informing the Cabinet Member of the outcomes of the Ofsted inspections for The St Lawrence Academy, Castledyke Primary School, Scunthorpe C of E Primary, Wroot Travis Charity Primary School and Grange Lane Junior School. 

The schools had been inspected under the Section 5 Ofsted inspection schedule for schools.  Full copies of the reports had been placed in the political group offices. 

Resolved – (a) That approval be given to continue supporting improvements in the schools inspected above, and (b) that the Cabinet Member writes to the schools and makes suitable comment on the reports. 

3 (3) REVISION TO THE CHILDREN’S HOMES STATEMENTS OF PURPOSE – The Director of Children and Young People’s Services submitted a report seeking approval for the annual revisions to the Statements of Purpose for children’s homes in North Lincolnshire. 

Children’s homes were required by the Children’s Homes Regulations 2001 (updated 2011) to have in place a Statement of Purpose that was reviewed on a regular basis and updated as appropriate.  The Statement of Purpose was an integral component of the annual inspections of the children’s homes undertaken by OfSTED. 

Revised National Minimum Standards and Regulations for Children’s Homes were published in March 2011 and came into force on 1 April 2011.  These continued to place the child at the centre, to safeguard children and achieve positive outcomes.  The Statements of Purpose had been updated to reflect the new standards and regulations and to ensure that current practice in the homes and the high standards achieved were maintained. 

Resolved – (a) That the revised Children’s Homes Statements of Purpose be approved, and (b) that the Children’s Homes Statements of Purpose are not published to ensure the continued safety of all concerned. 

4 (4) NHS FINANCIAL SUPPORT FOR ADULT SOCIAL CARE 2011/12 – The Service Director Adult Social Services submitted a report seeking approval for internal virements following a transfer of funding from the NHS to the council to support Adult Social Services to deliver improved health outcomes. 

The Government spending review 2011/12 and their ‘Vision for Adult Social Care’ had resulted in a number of funding streams being available for local service development. 

The conditions were that NHS organisations and local authorities put jointly agreed plans in place by 31 March 2011 to transfer money to the council and services were delivered in line with the NHS Operating Framework. 

The funding provided a unique opportunity to forge better integrated working between health and social care systems, for the benefit of local patients, service users and carers. 

The report gave details of the separate funding streams and the agreed specific operational outcomes on which the funding would be spent. 

Resolved – That the virements proposed in Appendix 1 of the report, be approved
