4  (4)  NATIONAL MINIMUM WAGE IMPLICATIONS FOR COUNCIL PAY STRUCTURE – The Assistant Director Human Resources submitted a report which outlined the need to make amendments to the council’s pay structure, to ensure continued compliance with the national minimum wage requirements. 

The report outlined that with effect from 1 October 2011 the national minimum wage would increase from £5.93 per hour, up to £6.08. It was explained that the bottom point of North Lincolnshire Council’s pay structure equated to £6.03.

In addition, the rate of pay for apprentices would be affected, and it was explained that this would increase on the 1 October 2011 from £2.50 per hour, to £2.60 per hour.

The report proposed that the council remove scale point 3 from the pay structure and progress employees on the rate of pay to scale point 4 with effect from 1 October, and that the pay of those apprentices on £95 per week be increased to £96.20 per week to ensure that they receive the new national minimum wage apprentice rate of £2.60 per hour with effect from 1 October.

An urgent decision was necessary to ensure that the changes could be implemented as from 1 October 2011.

Resolved – (a) That option 2 as outlined within paragraph 3.2 of the report be adopted for those employees on scale point 3, and (b) that option 1 as outlined within paragraph 3.3 of the report, in respect of apprentices, be adopted.
