42  (41)  ENGAGING TOWN & PARISH COUNCILS IN THE DELIVERY OF WINTER SERVICE OPERATIONS –  The Director of Infrastructure Services submitted a report seeking an urgent decision to approve funding arrangements to secure the active involvement of town and parish council’s across North Lincolnshire in winter service operations. 

The new winter service policy included arrangements to enable local action to help deal with significant periods of snowfall.  It was considered that Town and Parish Councils were well placed to help in these circumstances and it was proposed to provide them with some funding to help in these situations. 

The Cabinet Member had recently considered changes to the winter service policy and procedures. The aim of which was to improve the way in services were delivered, particularly in periods of significant adverse weather. Enabling local action was a key strand of the new arrangements and the policy aimed to clarify what the council would do directly in adverse weather and how others could help. 

It was explained that particularly in rural areas, town and parish councils were well placed to assist in recovering their communities to relative normality as they were able to respond quickly to priorities as they arose. 

Resolved – That the allocations of funds to individual town and parish councils as set out in the appendix to this report to assist with snow clearance during periods of significant adverse weather during the 2011/12 winter period under conditions prescribed in the approved winter service policy be approved.
