31  (31) PROCUREMENT OF MUNICIPAL WASTE RECYCLING CONTRACT – The Director of Neighbourhood and Environmental Services submitted a report seeking approval for the procurement of a waste management service for the Council’s recyclable municipal waste.

An urgent decision was necessary as it was considered that the procurement would achieve savings on current expenditure, and to conclude the procurement as soon as possible, in compliance with the EU Regulations, would ensure these were realised as soon as possible.

Contractual arrangements for the provision of waste management services for recyclable waste collected by the Council were set to terminate on 31 March 2012. The council had already engaged with the waste management sector through the issue of a prior information notice (PIN) in the European tenders register but it had not commenced the formal procurement.

The announcements in the Waste Review presented no significant benefits to be gained by changing the current recycling services provided by the council. The management of the HRC network was the subject of another report and it was proposed that the logistical support to these be included in this contract to benefit from a synergy with other transport operations. Proposals for the remainder of the service provision would maintain the council’s high recycling performance and a competitively tendered procurement.

Resolved –  (a) That the formal procurement of a contract for the collection, processing and marketing of recyclable materials collected from households and businesses in North Lincolnshire be commenced, and (b) that the proposed project timetable, the contract scope and the evaluation criteria outlined in the appendices to the report be approved.
