105 (22) ADOPTION OF THE MUNICPAL WASTE MANAGEMENT STRATEGYThe Director of Places submitted a reportseeking approval for the adoption of a Municipal Waste Management Strategy (MWMS) for North Lincolnshire.

A draft MWMS for North Lincolnshire was produced in 2008; this followed the publication of the first National Waste Strategy for England.  Significant stakeholder consultation was undertaken, the outcomes of which were incorporated into the document.

The draft strategy included an assessment of options for treating residual municipal waste.  This was waste that cannot be reused, recycled or composted.  New analytical tools for calculating the environmental impact of various waste treatment technologies had enabled an update of the original assessment.

The government undertook a Waste Review in 2011.  As a result, the council refreshed the draft MWMS taking into account the changed priorities both locally and nationally.

The process of refreshing the MWMS included the drafting of a Sustainability Appraisal report and a Strategic Environmental Assessment (SEA) report.  Both documents were required by the regulations.  A SEA Implementation report was also drafted, this described how responses received during consultation had been taken into account, along with how the council intended to carry out monitoring during the implementation of the MWMS.

Resolved – That the refreshed Municipal Waste Management Strategy be adopted and published.
