33        (14) WHEELS TO WORK SCHEME – The Director of Places submitted a report which sought approval to introduce a Wheels to Work (WtW) Scheme within North Lincolnshire and for the preferred option for administering the scheme and for this to be reviewed in twelve months time.

The report set out a proposal to introduce WtW within North Lincolnshire.  It was explained that this was a project aimed at helping people (especially younger people) that had difficulty accessing work, training and education. The scheme provided either a scooter or bicycle for people that could not access public transport because of where they lived or if they were working unsociable hours or shift working etc. The project was not just a short-term fix and it was anticipated that this would enable people to get their foot on the ladder to better skills and employment and help raise levels of employment.

The report outlined the different approaches that had been used by different providers and outlined the principles for the North Lincolnshire scheme.

Officers had consulted with a range of organisations on this matter and the outcomes were detailed within the report.

Resolved – (a) That the introduction of a Wheels to Work scheme in North Lincolnshire be approved, and (b) that the preferred option of providing the scheme in-house be approved and reviewed in twelve months time.
