34 (15) APPRENTICESHIP PROGRAMME – The Director of Places submitted an urgent report seeking approval for the 2013 apprenticeship programme.

The first year of apprenticeships offered by the council had proven highly successful.  The programme had attracted over 370 applicants, of these, 40 successfully secured an apprenticeship.  Of the successful applicants, two had since secured permanent employment within the council.

The council was changing its Human Resource policies to support the apprenticeship programme further.  It would provide apprentices the opportunity of consideration for vacant jobs prior to advertising externally.

Whilst there were some openings in the council through natural turnover and new opportunities, these were limited given the current financial restraints of the organisation. 

The council had reviewed the first year of the apprenticeship programme and some changes had been suggested for 2013.  The report gave details of the proposed changes.

The matter was urgent in order to enable all apprentices to participate in the proposed new scheme with immediate effect.

Resolved – That the proposal to change the council’s 2013 apprenticeship programme be approved.
